When you create your custom character and choose his race and so on should you start of with some abilities and then you go around and learn more? And if your a Saiyan can you learn Super saiyan?

Each race has a super form and an ability that goes with it to determine your strength, speed, and ki. there is also paths which determines what percent you get more.
