Dragonballs Empty Dragonballs

When you use the earth Dragon balls you can't use them for 2 weeks, when you use the Namekian Dragon balls you can't use them for 4 weeks. When you use black star you can't use them for 2 months and on the 3rd month the planet they were used on gets destroyed.
